If my iPhone gets stolen, can my SIM card be replaced with their own SIM card and use it?

I have an iPhone 13 Pro with a Verizon SIM card. If someone steals my phone, can they just replace the SIM card with their own SIM card and use the phone as if it were their own?

They can if the phone is unlocked when it is stolen. But you can go to https://icloud.com/find and put it in Lost mode, which will disable the phone, and you can report the theft to your carrier and they can blacklist the phone’s IMEI.
