I just got an iPhone 13 upgrade from an 8. I did an iCloud backup and restored it to my new phone. Do I need to do anything with the sim card?

If you are satisfied and want to continue with the same carrier, you can use the SIM card from the ‘old’ iPhone.
That is also handy then you don't have to change anything, you use the same number.
If the SIM format is different, visit or contact your carrier and request a replacement SIM card, normally it is free.
There was a new sim card installed in the 13. Is it okay just to proceed with that one?
Yes of course.
But then you would have to change 'everything', such as your trusted phone number, contacts and others.
This doesn't make any sense. Never had to do anything with the sim card in previous upgrades.
