My i pad will not turn or off the steps in the help section by pushing and releasing the up then down buttons

My i pad will not turn or off

I tried the steps in the help section by pushing and releasing the up then down buttons then holding the power button. The screen goes black but nothing happens no matter how long i hold the power button' I do not have a home button on my device

Not sure where you saw instructions "pushing and releasing the up then down buttons then holding the power button" but that isn't how.

See the following from Turn iPad on or off - Apple Support

Turn off iPad: Simultaneously press and hold the top button and either volume button, then drag the slider.
