Icloud backup restoration for new iphone never ending

I recently get a new phone and I'm tring to get my data and configuration from iCloud backup.

In setup, I choose to get the last backup from iCloud. After 6 days, the phone never ending the process.

The process bar increase time from minutes to hours. There was a moment with 9 hours maybe on 45% of the process. Then, it goes back for 5 hours left and process bar goes back maybe to 20%. There was not an Internet connection.

Is there a way that I can download the backup to my pc and then transfer from pc to iphone? Maybe this can fix my problem.

iPhone 11 pro Max, the backup is around 450GB.
