I just wiped it clean following apple directions but when I turn it back on to (I think) reinstall the operating system - I see a flashing folder with a question mark on it.
SO - is it safe to sell now?
And - Did I mess it up so it's inoperable now?

There is no OS installed. Re-install the OS before you sell it - to be fair with the buyer, they will need to test it, unless you sell it online and they know the state of your MacBook Air (*no OS*). :)
