icloud+ allows you to use a custom domain name with up to 3 email addresses. Can each family member create up to three additional emails using the same domain name?

Yes. 3 email address on your custom domain per iCloud account that is part of Family Sharing. :)

Though I wish that we can have more. Looking forward to iOS 16 release, when it can support other iCloud accounts even outside of Family Sharing.
