Due to fraud I had to cancel a debit card. I added another to my Cloud account but iCloud doesn’t seem to accept it for payment ?

Is it declining the new payment method? If so, let's complete the steps listed here: Change, add, or remove Apple ID payment methods for updating payment methods.
You can view which payment methods are accepted in your region here: Payment methods that you can use with your Apple ID
