Can’t add card to wallet

I recent bought a new iPhone. I transferred all my data from my old phone to my new phone using the same Apple ID. I was able to add my bank card and bank account to the wallet on the new phone. But when I try to add the Apple Card (with a $46 balance on it)! to the the wallet it keeps saying error. Your assistance would be greatly appreciated.

When trying to add my debit card to the wallet it says “unable to add card” I previously used the same card with my previous phone and watch for Apple Pay with no issues. Apple said to contact my bank, contacted my bank, they said to contact Apple. The phone is up to date with the latest software and has a strong wifi connection. Ive tried adding the card several times, signed out of my Apple ID and then back in again, restarted iPhone to no avail. Has anyone else had the same problem?
