Passcode request was done then asked for passcode from old phone but they are the same no change.

Why am I being asked to put in the passcode from my old iPhone which is the same I switched from Verizon to AT&T is that the problem

If you transferred data from the old phone it is to verify the data. If you see an option to reset encrypted data, several people have posted that they did that and lost little to no data.
