A suggestion for this feature is to make the mac/ipad automatically connect to your hotspot if there is no other connection, or if your hotspot is above other networks in the "Preffered networks" list in settings. Or does this work already?

If you are connected to the Personal Hotspot with your device, did you make sure, that in the settings for this Wi-Fi network the option "Auto-Join" is enabled?
I forgot to disable this option on my iPhone 12, and my MacBook Pro connected itself and used 6GB of my data plan, downloading an iOS update.
Lauritz ~ On a related note, the new version of Apple's Shortcuts app in iOS 16 (coming this fall) will have new Hotspot actions: Set on/off and Toggle Personal Hotspot. So a simple custom shortcut can be created to check whether a Wi-Fi or Cellular connection exists and, if not, set the Hotspot on – this is an example in the Shortcuts app on iOS 15:

...Such a custom shortcut could also be set up to be triggered by an event in the Automations sections of the Shortcuts app:

Thank you for your reply! I am aware Of the current state. However, I might have missed something when it comes to hotspot connections and my MacBook. Maybe the feature I am describing already exists? However, I am not able to find the settings for it.
