I had turned off Bluetooth on the watch so I could connect headphones back to my phone and I took my watch off. Putting my watch back on it’s not unlocking. The passcode function is set to unlock with my phone unlocking. There is no local passcode unlock on the watch. How can I get the Bluetooth back on so the watch will connect to my phone and unlock?

You are probably going to need to re-pair the watch if you no longer have access to the passcode.

Having it set so that using the Phone unlocks the watch doesn't disable the local passcode. If you can't access the passcode unlock on the watch, there's something else going on.
My company has security settings where I don’t believe I’ve ever had a local passcode option on any apple watches I’ve had and this is my third. The watch has Bluetooth off, it can’t confirm the iPhone has been unlocked with Bluetooth off and that’s the only way it can unlock. How can I force a reset of the watch?
After my response I realized my company IT has nothing to do with the Apple Watch and the Bluetooth being turned off. Even if I were to have passcode settings changed how will that update get to the watch if the Bluetooth is off on the watch?
That phone reset engages SOS emergency dialing. I’ve reset the phone and watch, same result.
At this point, I'd suggest contacting your company IT.
