iPhoto will not send some photos to messenger
It allows some photos but not others and they are all less than 7 mb

Welcome to Apple Support Communities. To clarify, are you referring to the Apple Messages app or a third-party app? What happens when you try sending the photos that fail? For example, is there an error message?
Although it is not specific to photos, the guidance from If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support can help with messages that don't go through.
Also, are these photos from the Photos app? Does this happen on Wi-Fi, Cellular Data or both? That may help to isolate the issue a bit.
