You can’t “move” iPhone stored items to iCloud storage; iCloud is a syncing service, not an archive. You can only sync data to iCloud; this means that everything in iCloud must also be on your iPhone, and if you remove data from your iPhone it will also be removed from iCloud.
The only feature that will free up storage on your iPhone is Optimized Photos. If you sync photos to iCloud, then enable Optimize Photos, this will “shrink” the images on your phone so they take up less space, but still keep the full resolution in iCloud.

The purpose of iCloud is to sync data among multiple devices and to back up your phone. If you have nothing on your phone that is important to you that you wouldn’t miss if your phone was lost, stolen or damaged then you don’t need to pay for the extra storage.
Then it’s really no point in paying for the extra storage if it’s not helping out the problem
