I have moved to France and need to update my payment details as well as change my address and phone number to European address. How do I do this.!

you need to go here : Change your Apple ID country or region - Apple Support
Especially you´ll change you region + country + payment methods.
BEFORE you probably need to level your AppleID account to Amount : 0$
Also get sure, that you cancel all you subscription, they might become unavailable due to GEO Blocking from Apple App/Itunes Store. America <-> Europe, France - content block
