Then maybe here:

If there's an issue when you redownload apps, movies, or other content from Apple - Apple Support

Then:

… If you see items in your purchase history but you can't redownload them, report a problem.

Not helpful, already tried.

-says “purchased” on iTunes

-if it was purchased on another id, and the system obviously knows something BECAUSE IT SAYS “PURCHASED” then why is it not simply available to re-download?

-if it was not purchased on another id then why is it not available to re-download either directly or from my library?

-why isn’t the system directed to verify my identity and simply allow me to re-download the album if it was purchased under another id?

-if the album was purchased under another id WHY DOESN’T IT SAY THAT?

Its a program that receives instructions from human beings, and by now I think enough human beings have had a similar issue to prompt the human beings that tell the program how to respond. I expect this type of ongoing issues with Android but not the people at Apple.
