Bought an iPhone that is locked

If it’s activation locked, only the owner of the account used to lock it can remove the lock.

Talk to whoever you got it from.

Take the phone back for a refund. It is useless unless the original owner will remove the lock on the phone. Frankly speaking, it is likely that phone was stolen.

Don't buy a used phone.
