I have an iPad that has been sitting on a shelf in my house for several years, I have no idea who owns it. Is there a way to find out?

No - and Apple will not assist with tracing the owner.

If unused and uncharged for many years, the iPad battery will almost certainly be dead. The recommended advice is to return the iPad to an Apple Store or Apple Authorised Service Provider (AASP), each of which will ensure that the device is responsibly recycled - absolutely free of charge.
