Ok I have a iPhone 11 but I found a iPhone 13 it’s locked why can’t I get it unlocked so I can use it it make no sense that i found a 1400$ phone in good condition that I can never use

Why can’t I use a iPhone that I found in good condition and I have a iPhone they should let ppl with Apple ID to use a iPhone?

You can't. It doesn't belong to you. Activation Lock is designed to do this, and cannot be bypassed by you.


Either hand it in to the local authorities, or post signs around advertising that you found a lost iPhone.

Return a Found Device:

Be honest about this and hand it in to local authorities, or to the lost-&-found at the location you found it at. There is nothing that can be done about it on Apple's end. If you were at school, then head it in to the proper staff member.
