I cannot restore in app purchases to my iPhone. Phone is on IOS 12.2

Why does an app need to "Restore Purchases"? Why does an app need to "Restore Purchases"? I recently launched an app on my iPad and none of the 'full version' features that I purchased worked. I contacted the developer and they said to click on the 'Restore Purchases' link. I did, and the full version features were available again. I asked them why I needed to do that and they said to ask Apple, that it's something Apple causes.

If you can't find or use your in-app purchases - Apple Support

Not all In-App purchases can be restored.
