If you want to watch videos in iCloud from your iOS device, they would be downloaded to the device from iCloud first. You can learn how to set up iCloud Photos using the steps below:
"On your iPhone, iPad, or iPod touch
- Go to Settings > [your name].
- Tap iCloud.
- Tap Photos, then turn on iCloud Photos."
