If we understand your post correctly, there is an app that has charged you twice for its subscription even though its under the Family Sharing account. We'd like to help!
Share Apple subscriptions
Whether it’s music, TV and movies, news, games, or fitness, Apple subscriptions have something for everyone. And with iCloud+, you can share storage and features like iCloud Private Relay, Hide My Email, and HomeKit Secure Video support with your family.
When you use Family Sharing, your whole family can share access to the same Apple subscriptions. With Apple One, you can bundle everything together for one low monthly price. You can also share some other subscriptions that you sign up for in apps from the App Store.

Apps that you have signed up for a subscription in the App Store are not part of the Apple One or Family Sharing. Those would be paid separately. If that app is charging the Family Sharing organizer for that subscription it is because of the requirements for Family Sharing.
Who is charged for the subscription?
If Purchase Sharing is turned on, the family organizer pays for everyone's subscriptions.*
If you're the family organizer and you don't want to pay for family members' purchases and subscriptions, you can turn off Purchase Sharing. When Purchase Sharing is turned off, everyone must use their own payment method. When Purchase Sharing is turned off, family members can share subscriptions, but they can't share individual purchases like apps or books.
