IPHONE NOTIFICATION BADGES NOT SHOWING

Notification badges stopped showing for certain 3rd-party apps. I've updated my operating system, set all the correct notification options, uninstalled and reinstalled those apps. I have "background app refresh" enabled for all of the apps.

This used to work properly and then stopped working after an operating system update. For the affected apps, everything else about notifications is working properly (banners, etc.) except the badges. It's as if the app is asleep, because once I open the app and close it, the missing badge will appear.

iphone 13 pro (the problem also occurred on the previous iphone 11 pro)
