I bought a iPhone that has a activation lock. When I went to set the phone up with my iCloud that’s when it asked me to put in the old iCloud information (which I do not kno) so what can I do to use the phone

Go back to whomever you purchased this iPhone and get your money refunded. Unless the seller knows the original Apple ID, used to lock this phone, it will be completely useless to you. No one here, nor Apple can do anything to assist you with this matter.

Probably best to return the phone for a refund, as there is always the chance that it was stolen.
Otherwise, you will need to locate the original owner of the phone and have them enter their Apple ID and Password to remove the lock on the phone. The phone is totally useless until this occurs.
You can't use it at all unless the original owner removes the activation lock.
