Account recovery

My son previously used an IPhone SE. Switched to an Android and changed his phone number. Wants to switch back to his IPhone but can’t receive the authentication info through the old (no longer in use) number. He started the recovery process a few days ago. He just received an email saying recovery should occur around August 18. Is it normal to take this long to recover an account?
