If your balance is less than the cost of a single item, contact Apple Support.

If you have Apple ID balance you can't use.

You can't redeem or return Apple Gift Cards, App Store & iTunes Gift Cards or unused Apple ID balance for cash, except as required by law. If your jurisdiction allows the refund of redeemed gift balances, you can contact Apple Support to request a refund. 

When you contact Apple, include the following information:

•           Your Apple ID.

•           The refund amount.

•           Your current delivery address.

Hello ~ We cannot remove the balance as we are felling forum members like yourself and have no access to your account but if you are trying to zero your balance before changing regions…you may purchase an item from the App Store for more than your balance and the remainder will be billed to your credit card on file thus zeroing your balance . You may also go to upper right hand corner and click on Get Support and they can zero it for you or:
