how do I authorise a new phone to use my iTunes account
When I use the computer to log into iTunes store I want it to authorise my wife iPhone to use her
account but it only allows me to authorise my computer.

You authorize a device on an account by signing in to it with the relevant Apple ID. You don’t and can’t do this from iTunes on a computer.
In other words, just signing in to the iPhone with her Apple ID will authorize it for that Apple ID.
