If you hold your iPhone when that message appears on your tv, a message appears on your iPhone, FAR TOO BRIEFLY, APPLE! Touch iPhone screen when message appears. You’ve sent the code. I’ve had success with this, even with a too brief notification.

What were you doing directly before this appeared? It is unclear what “this area” refers to in the message. You may have purposefully or accidentally opened settings that are not intended for end users, and clearly you do not have the required credentials to proceed.
Use the Menu or Back button to get out of this screen. Then restart (3) the device.
