What if the “system” file is to large and you’ve deleted everything else. Example system takes 13 of 16 GB avalible on my iPad and I can not alter the size of the system because apple brilliantly locks these cashe files

Your iPad storage capacity is seemingly too small for your current usage and requirements.
Back up, factory reset, and reload what can be restored, a sequence described with links here:

Some older versions prior to iPadOS 13.6.1 did have issues with Other storage, and you’re back in that range.
