My Apple Watch series 2 won't turn on

Its been a year or so since i used it because i thought it was broke. I plugged it into my pc and i seen some life but it just flashes the apple logo when charging and nothing else happens. I tried hard resetting it by holding both buttons but nothing happened. after holding it awhile a red ! came up and said to go to www.apple.com/help/watch
