Can't send attachment.
I am trying to send a PDF attachment via email. My email window says it is 26.7 Mb, but when I try to send it I get the message "Your attachment is 36.& Mb and too big to send." What's going on here>

If you compress a file, then the recipient has to de-compress it at the other end? Or does that happen automatically? In any case, I found a different, non-computer workaround for my particular problem (I printed a hard copy and delivered it by hand).

If you are using iCloud as your e-mail Server - Apple has a Data CAP on Large File attachments.
If memory is correct - it Caps Out at 20 MB
You could try -
1 - Compress the PDF file and send as attachment
2 - Place the PDF in iCloud and send a Link to that file
As the user ( you ) has found an amicable solution, any further suggestions become irrelevant
