You're trying to login to your Apple ID on a windows computer? Are you trying this on the web or in iTunes?
If you're doing this in iTunes please try and sign in on the web to See if the problem persists there.
If you still cannot log in: Contact - Official Apple Support
Have you tried updating iTunes and iCloud to the newest version?
If that not works, please contact apple support to have them have a look at it

Using the iTunes app is the problem, as trying to log in to the cloud using the app I have the same problem
