In Apple Photos, when importing photos and selecting Cmd-A to select all photos in a given folder, only photos in the visible window are selected. If I scroll down a line or two and select one of the photos that had not been selected and do a Cmd-A, then all are selected. Running MACOS 12.5 in an iMac.

Setting up a test library yields exactly the same results.
Setting up a brand new admin user account also yields the same results.
The original comment was made with the Finder window set to icon view. The exact same results are
obtained when set to list view. However, when set to Column view, the results are even more bazaar.
All files in the visible window are selected plus an additional five or six. The remaining files are not selected.
The test case I've been using is to try to import 30+ files with about a dozen or so visible in the icon view and only five or six visible in the list view. IOW I didn't change the size of the initial window displayed.
I can confirm it works fine in Big Sur (11.6) Including selecting all photos in the library.
