Should I keep upgrading the iOS on my iPhone XR or should I keep it in current update as it runs fast? I'm scared that downloading new iOS updates will slow down my phone.

Agree, it’s good to update.
I believe your concern might stem from the issues related to “throttling”; you can read about the ongoing case here:
but I don’t think you should worry for your current phone.
In my experience (I own an XR), the latest iOS version (15.6) is even better (faster) than the previous one.
