It can't be done hourly, but it can be done daily. The downside is that you have to replicate this shortcut 24 times (or for whatever hours you want the date said).
First, make a new Automation. Select "Time of Day"-
Then, set the time to the hour you wish the time to be announced on and ensure it's on "Daily".
Then, replicate this setup (the 'Speak' settings can be tweaked). Just type the name of the block in search until it comes up-
