Factory reset of donated ipad

I am the tech support to a charitable organisation.

A kind person has left an iPad in the donation bin.

The factory reset procedure was followed but when the iPad boots, it asks language country setup manually connect wifi

the iPad then shows the message

iPad locked to owner.

We do not know who left the iPad in the donation bin

is there any way we can factory reset this device so it can be provided to someone who needs an iPad ?

iPad Air 5 Wi-Fi, Cellular

If Activation Lock is set, turn it into Apple or another recycler to recycle it.

It will never be useful to you, nor to anyone else.

We cannot help bypass this theft deterrent mechanism, and Apple will not.
