Avatar issues

I have a client who whenever they change their avatar or define the 'me' card in their address books, their avatar appears on the alternative admin user account on the other two macs.

Likewise, when the other users define their 'me' card their avatar appears on the other macs admin accounts.

My instinct is a corrupt keychain on each of the macs.

The accounts have been migrated several times each, as the macs have been upgraded or retired.

Anyone else seen this?

They are on macOS Monterey and Mojave.
