OK I have a iPhone 7 and it told me to connect to iTunes so I connected it to iTunes and I restored it and I Did a software update to iOS 15. 6 but I got the phone from somewhere and it won’t let me in it needs a iCloud account or the phone password is there anyway to bypass this or is it hopeless?

Unless you can get that password, it's hopeless.
The original owner either failed to do the things that he/she needed to do, or the phone was lost or stolen.
