iPhone brightness keeps changing

I know what you’re thinking. “You probably have auto-brightness on.” Its turned off and my phone brightness is still changing. Its not a gradual change how auto-brightness does it. Its an instant change and its kind of jarring. Does anyone have any solutions to what its doing?
