I’m not able to sign in my iTunes account and add payment method

After cancelling a transaction on my Apple Pay, now my account is “disabled”, I cannot sign in my iTunes accounts nor adding payment methods. Since I cannot log in on App Store, I cannot update Apple support app, hence I cannot contact Apple to retrieve my account. Please help!

👉 If you see a message that says "Your account has been disabled in the App Store and iTunes", contact Apple Support for help.
