Your Apple ID account automatically comes with 5 GB of storage for free. You can check and see how this is being used by tapping on Settings > [your name] > iCloud > Manage Storage. From here you can see what is using the iCloud Storage.
The next thing you want to do is check the storage on your iPad itself. Tap on Settings > General > iPad Storage. This will show you how the storage on your iPad is being used.
If storage on your iPad is running low, additional iCloud storage could help. Here are some ways iCloud storage can be used from What you can do with iCloud storage - Apple Support:
• Photos and videos: You can use iCloud Photos to store your photo library in iCloud and see it everywhere. Your original, full-resolution photos and videos are stored in the cloud.
