How to fix "Java Application launch failed. Check Console for possible error messages related to '/Users/xxxxxx/Downloads/xxxxxx.jar".

I have been using Java for a while now but this issue started about a month ago. I use Java to install mods for Minecraft Java Edition but whenever I want to it says the error message that is in the title. How do I fix this? I downloaded a mod with the current version of Minecraft at this time (1.19.2) and it still doesn't work. I'm using the Public Beta 3 of macOS Ventura 13. However, whenever I install a Minecraft mod like Optifine, Java lets me install it.
