If you are referring to Apple Family Sharing, then one of the group members has to take on the role of organizer, and invite the others. The organizer has to do so on his/her own iPhone, iPad, iPod Touch, or Mac. You can’t set it up without one of those devices. The organizer doesn't necessarily have to be the Apple TV+ subscriber, that can be anyone in the group.
