Apple Cash Fraud

If a transaction was processed from a Chase debit card and transferred into Apple Cash for a transaction and that transaction ended up being completely fraudulent, how do I get my money back? Chase said they can't help because the transaction was "authorized" and Apple cash has said the same. The transaction was over $500 and transferred to a person who has now blocked me and there was no product given for the exchange of money. What can I do? I want this money back but neither Chase or Apple is willing to help. That sounds unheard of, why won't they help? any ideas of how else I may get my money back?
