How to I purchase more storage to backup a broken (screen) phone so i can back it up and then restore to the new phone?

How to I Restore the backup of a 256GB iPhone to a 128GB iPhone when I already have a 2 TB iCloud Account? it’s unlikely that you’ll be able to access a device with a broken screen and may not be able to back it up
