Can't get rid of "cannot activate wifi calling" notification

I have an M1 MacBook Air issued by my school (where I don't have admin privileges), and I can't get rid of the notification "cannot activate wifi calling" from appearing periodically on my screen. I have an Apple watch which receives calls, but the iPhone linked to it is owned by my parents and they leave it shut down and don't let me use it. I told my parents about the issue, and they turned off wifi calling on the phone, along with on the computer (so it's turned off on both devices). Is there a way to stop this? It tabs me out of the apps I'm using and is annoying. Thanks for any help anyone can give.
