The save button for changes on Mac Files is grayed

Hi, I'm facing this annoyting and hopefully simple issue, it happen when I'm using Preview, Pages, and Keynote as well, when ever I try to close the file, and the option so save the document shows up, the save button is grayed, I can change the name and add tags, BUT the location does not change, I click on on but nothing happen, it does not response to Delete or Cancel button, and would not let me close the app. It does not seems like frozen but the only thing that allow me to close it is by Force Quit ?

If this is in iCloud and that is part of the issue, sign out of iCloud and sign back in again to re-establish sync

Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, Mac... Apple Support



force quit the app if necessary—yes, changes will be lost.
