Is it the router? How can I tell?

Please try the steps below:
1. Unplug your modem from its power source and Restart Modem.
2. Unplug your router from its power source and Restart router.
3. Unplug Apple TV from Power for 2-3 minutes – re-plug in and retest.
If that does not solve the problem, your network may need to be updated. If your modem and router are older than about 4-5 years, then you may want to consider a Mesh network. If you do not know about Mesh networks, please read one of the hundreds of articles available about them and see if you may be a candidate.

Have unplugged router multiple times and Apple TV as well. I am on an ASUS mesh network as well.
spectrum is coming out tomorrow as maybe the modem/router is old and or assigning new IP addresses causing the issue? No idea.
