I went in store to the company I am with ( vidéotron ) They said that is cause the phone is blocked with the other company that brother got it from ( Bell ) . If your iPhone is carrier locked you will need to take this up with your carrier

Apple is not the place to go regarding a SIM card. Your carrier handles this.
