Medical ID Preventing Me From Making Phone Calls

Medical ID on my My Iphone 13 Pro Max is blocking access to my so I can not make phone calls or gain access to my contacts. I have pressed Cancel and Done and nothing happens. All other apps working as designed. It should be noted that I never opened the Medical ID app since I have had the phone. The phone icon had a red circle with a 1 in it which I thought was a missed call. I need to know how I can delete or turn off Medical ID.

Try rebooting it. Quickly press and release volume up, then volume down, then press and hold the side button until you see the Apple logo.
