Why down below when submitting these questions does it ask me "What device is this about?" then "What topic is this related to?" does it ask me if this is in regards to MacOS High Sierra when that's on a computer I haven't used since 2015-2016?

The selection populates from the list of Apple devices that Apple thinks you still own. You can see a list on this page:

If you no longer have that Mac or you no longer want it to appear, you can remove it.

The device has not been associated with my Apple ID since at least 2015-2016.
